The Role We are seeking a seasoned technology leader to oversee the development and maintenance of large-scale, mission-critical application systems. This is a "Hybrid Leadership" role: you must possess the technical depth to manage complex legacy environments (Mainframe) while driving modernization initiatives (J2EE/Distributed Systems).

 

You will act as a key bridge between technical teams, senior management, and external regulatory bodies, ensuring that all systems meet the highest standards of resilience, security, and compliance.

 

Key Responsibilities

  • Strategic Leadership: Formulate IT strategies and tactical plans for system development, ensuring alignment with long-term organizational objectives.

  • Operational Excellence: Oversee the full SDLC for 24x7 mission-critical systems. Ensure zero-downtime performance for high-volume transaction processing.

  • Regulatory Compliance: Lead the implementation of new statutory requirements regarding Critical Infrastructure protection. Translate complex regulatory frameworks into actionable technical policies.

  • Team Management: Manage and mentor a high-performing team of developers and system analysts. Foster a culture of precision, accountability, and continuous improvement.

  • Stakeholder Management: Report directly to senior management and the Board. Act as the primary technical point of contact for external stakeholders and regulatory bodies.

 

The Ideal Candidate

  • Experience: Minimum 15 years in IT application development, with at least 8 years in a managerial capacity. Experience in the Banking or Financial Services sector is highly preferred.

  • The "Ambidextrous" Tech Stack: You must have proven experience managing both mature legacy environments (Mainframe, Mid-range, COBOL) and modern architectures (J2EE, Client/Server, Open Systems).

  • Resilience Focus: Deep understanding of "High Availability" (HA) and Disaster Recovery (DR) for real-time, OLTP systems.

  • Governance Mindset: Experience navigating complex regulatory environments and implementing rigorous system development methodologies.

  • Communication: Excellent command of English and Chinese (Cantonese/Putonghua). You must be able to explain complex technical risks to non-technical board members.
