The Role & Landscape: You will take end-to-end accountability for complex, high-risk enterprise change and regulatory programmes within a heavily governed banking environment.

• Strategic Delivery: Lead interdependent business and technology workstreams to achieve stringent regulatory outcomes and long-term strategic objectives.

• Cross-Functional Orchestration: Drive delivery plans in close collaboration with Architecture, Cyber Security, Infrastructure, and Platform teams.

• Executive Stakeholder Management: Provide credible, objective reporting and tailored delivery recommendations directly to CxO-level executives and governance forums.

• Governance & Compliance: Coordinate closely with Risk, Compliance, and Audit functions to ensure all programmes remain fully audit-ready with crystal-clear decision traceability.

• Commercial & Scope Management: Manage programme funding, third-party suppliers, Proof of Concept (PoC) entry/exit criteria, and resource allocation aligned to approved budgets.

• Risk Mitigation: Proactively identify and neutralize operational and delivery risks while ensuring smooth transition into Business As Usual (BAU).

What We Are Looking For:

• Domain Expertise: Proven track record of managing large-scale, high-risk tech and regulatory programmes within a Tier 1 banking or complex financial services environment.

• Executive Presence: Exceptional ability to communicate with clarity, precision, and authority, operating as a trusted objective partner to senior leadership.

• Governance Mastery: Deep understanding of highly regulated environments, risk control frameworks, and audit readiness.

• Resilience & Structure: Ability to balance the rapid pace of technology delivery with appropriate resilience, translating complex initiatives into actionable plans.

• Linguistic Requirements: Complete fluency in both Mandarin and English is an absolute must for stakeholder management.
